Michael Flynn failed to disclose payments for Russian Federation speech

Now, he is the subject of multiple investigations.

Chaffetz and the committee's ranking Democrat Elijah Cummings reached these conclusions after receiving a classified briefing on Flynn's conduct.

"He was supposed to seek permission and receive permission from both the secretary of state and the secretary of the Army prior to traveling to Russian Federation to not only accept that payment, but to engage in that activity".

After disagreeing that the Committee has the right to know whom Michael Flynn was in contact with during his time in the administration, the White House writes that as the investigation is "focused on activities and payments that occurred in 2015 and 2016", they "cannot conduct a search for responsive documents".

The House Oversight Committee had requested Flynn's security clearance paperwork, references to foreign contacts, receipts for payments from overseas and requests for permission to receive foreign payments.

But there is "no evidence in the documents that he reported funds he received for his trip" and "no evidence he sought permission to obtain these funds from a foreign source", Cummings said Tuesday, noting that knowingly falsifying or concealing a material fact in an SF-86 is a felony. It is appropriate and necessary that the Committee is hoping to get to the bottom of the Michael Fynn saga, given that he was a paid, unregistered foreign agent - and given his shifting denials and lies about his contact with Russian officials during the transition period.

The House Oversight Committee has been focusing on probing Flynn while the House and Senate intelligence committees have been heading the main investigations into the wider issue of Russia's interference in the USA elections and possible coordination with members of the Trump campaign, according to CNN.

During the visit, Flynn, a retired lieutenant general who advised Donald Trump's presidential campaign, dined with Russian President Vladimir Putin.

Flynn was paid tens of thousands of dollars for appearances he made in Russian Federation, including payments from a Kremlin-backed media organization. He also received payments for additional speeches to Russian firms Kaspersky and Volga Dnepr.

"As has previously been reported, General Flynn briefed the Defense Intelligence Agency, a component agency of DoD, extensively regarding the RT speaking event trip both before and after the trip, and he answered any questions that were posed by DIA concerning the trip during those briefings", Kelner said in a statement to CNN Tuesday.

White House press secretary Sean Spicer defended the White House's denial of the request. In response to a letter to White House Chief of Staff Reince Priebus, an administration official told the committee that documents relating to those contacts likely contained classified and other sensitive information, weren't relevant to the committee's investigation and could not be turned over.

The congressmen also raised new questions about fees Flynn received as part of $530,000 in consulting work his company performed for a businessman tied to Turkey's government. However, neither Cummings nor Chaffetz said they felt the White House was obstructing their investigation.

"That would be a question for him", Spicer said.

Flynn last month offered to testify before the congressional intelligence committees in exchange for immunity from prosecution - a signal to some legal experts that he thought he may have committed a crime.

A White House official told ABC the requests are "too broad to fill", and that it can't be responsive because the requests "predate the Trump administration".
