Those and other changes show airlines are scrambling to respond to a public-relations nightmare - the video showing airport officers violently yanking and dragging 69-year-old David Dao from his seat on a sold-out United Express flight.

The incident sparked outrage among other passengers as well as on social media.

When a United Airlines flight attendant approached them to ask if they were in their ticketed seats, they explained that they weren't and asked for an upgrade but were turned down. "This is one of our initial steps in a review of our policies in order to deliver the best customer experience", said United spokesperson Maggie Schmerin in a statement.

Meanwhile, Dao's lawyer says the airline and Chicago officials have agreed to preserve evidence of the incident.

In the aftermath of Dao's violent removal, United also announced that law enforcement officers will no longer remove passengers from its flights, absent some kind of security threat. After a man was dragged off a United flight, the company changed its policy on overbooked flights.

"I hope he becomes a poster child for all of us", he said. Eventually, United's chief executive, Oscar Munoz, apologized for the whole fiasco and promised it wouldn't happen again, but by that point, no one really wanted to hear it.

Dr Dao has now been released from the hospital and is planning on suing United. In effect, this means that United employees can still take passengers' seats, but not once they are actually seated on the plane.

United Airlines said in an internal memo that the policy "is so the denied boarding process in an oversell situation may be implemented in a gate or lobby area and not on board the aircraft".
