Mick Mulvaney: Washington DC's Definition Of A 'Budget Cut' Is A Joke

Oregon's Walden senators split sharply on Trump budget

The cuts are part of a budget blueprint for the upcoming fiscal year that amount to a dramatic restructuring of the government, with protection for retirement programs for the elderly, billions of dollars more for the military and the rest of the government bearing the bulk of the reductions.

"I do not believe this is what will happen", Manchin said of the Trump budget bill's chances on Capitol Hill.

The first look at the plan came in a "skinny budget" released in March which received a tepid response from Congress.

The budget calls for $8.4 billion for mental health care and $1.7 billion for homeless assistance programs, both at the same level that President Barack Obama's administration requested previous year.

Overall, the budget would reduce spending on means-tested anti-poverty programs by $272 billion over the next 10 years. John Cornyn, R-Texas, said as he predicted the Medicaid cuts wouldn't survive the Senate. It would take several months before the annual budget is passed by the House and the Senate and finally signed into law by the United States president.

During the campaign, Trump attacked the weak economic growth of the Barack Obama years, and pledged that his economic program would boost growth from the lackluster 2 percent rates seen since the recovery began in mid-2009.

"A truly groundbreaking thing for this president to do and to prove to folks that we can do things like that and we can still balance the budget if we prioritize our spending right", Office of Management and Budget Director Mick Mulvaney said in a briefing with reporters on Monday.

"They're not putting money into the places that help people go to work", said Stacy Dean, vice president for food assistance policy at the liberal-leaning Center on Budget and Policy Priorities.

The Supplemental Nutrition Assistance Program (SNAP), commonly known as the food stamp program, would undergo about $193 billion in cuts over 10 years. The administration, for example, projects an average growth rate of 3 per cent over the coming decade while the Federal Reserve and the Congressional Budget Office estimate the average growth rate will be less than 2 percent. Without more than $2 trillion in such "economic feedback" over the coming decade, the nation's budget would never reach balance and would run a deficit of nearly $500 billion. It would also force some people on Social Security's disability program back into the workforce.

With hopes for peace uncertain, Trump to visit Israel
However he has since stalled, with Secretary of State Rex Tillerson recently telling NBC News that Mr Trump was weighing it up. Along with the US , the participants include Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

The Trump administration on Tuesday will ask Republicans, who control Congress - and the federal purse strings - for the politically sensitive cuts in its first full budget. He promises a new parental leave program championed by his daughter, Ivanka, but will fall short on his promises for a "massive tax cut".

-Medicaid would be reduced by more than $600 billion over 10 years by capping payments to states and giving governors more flexibility to manage their rosters of Medicaid recipients. These programs provide health insurance for millions of poor families.

According to U.S. Department of Agriculture figures, bedrock Republican states that Trump won have long food-stamp rolls: 3.8 million people in Texas, 682,077 in Vice President Mike Pence's home state of in, 815,000 in Alabama and 1.6 million in Georgia, for example.

The tax on imports was a core facet of the Republican tax plan pushed by Ryan, created to offset revenue lost through tax cuts.

-Farmers: The budget plan would cut farm subsidies by $38 billion over the next decade. "You can't use the growth benefits of tax cuts once to justify an optimistic baseline and then again to claim that the tax cuts do not cost revenue".

In his budget, Trump upheld his promise - for the most part - that he would not cut Medicare and Social Security, two social insurance programs that deficit hawks have long targeted for reforms.

Defense spending and border security would get significant boosts.

"Given the growing threats we face, we should be supporting - not slashing - anti-terrorism, law enforcement, and humanitarian programs", Representative Ed Royce, chairman of the House Foreign Affairs Committee, said in a statement.
