Last week, Montreal's Olympic Stadium was set up to handle asylum seekers after the YWCA became too crowded, but the stadium is booked for other uses beginning next month, said officials at a news conference, so the tent city is being constructed.

The site, located on a flat stretch of grass behind the building where asylum claimants are bused in from the border, was expected to accommodate up to 500 people.

Officials said once the site was completed, only a few will soldiers will stay behind.

Almost 100 soldiers will be in Saint-Bernard-de-Lacolle, across the border from Champlain, New York, to set up the tents and add to temporary facilities already organized by the Royal Canadian Mounted Police (RCMP) and Canadian Border Services Agency.

Francine Dupuis, of Praida, a provincial programme for the reception and integration of asylum seekers, told the BBC that another 1,200 people crossed into the province in July, about 90% of them from Haiti.

The soldiers will have no role in security matters and will not participate in law-enforcement tasks.

Immigration Canada said the number of asylum seekers crossing illegally near the Saint-Bernard-de-Lacolle border crossing has quadrupled in the past two weeks from about 50 a day to 200 a day.

In May, U.S. President Donald Trump announced that he would not be extending temporary protection status for Haitian nationals past January, when it's set to expire.

Canada's deportation ban, which was enacted after a 2004 coup and extended after the quake, expired in August 2016.

Numerous recent refugee claimants crossing into Quebec are Haitians who have been living in America for years but now face deportation.

The migrants fear the U.S.is becoming less welcoming and have chose to try their luck seeking asylum in Canada.
