"There is no change in the government's position to make the final decision on whether the THAAD system will be deployed (in South Korea) after carrying out the general environmental impact assessment of the entire site thoroughly and fairly", a defense ministry statement read.

They have raised worries over rumored health hazards linked to the system's powerful radar and the possibility that the town will become a target of North Korean attacks.

The ministry said additional launchers, based on consultations between Korea and the United States, will be moved to the base along with the construction materials.

THAAD will not help resolve security concerns.

There are now two launchers at the location, a former golf course.

The United States on Monday launched a bid at the UN Security Council to quickly slap the "strongest possible measures" on North Korea in response to its sixth and most powerful nuclear test, but China and Russian Federation argued that diplomatic talks were needed to address the crisis.

South Korean President Moon Jae-in urged Russian Federation to back stronger sanctions on the North, including an oil cutoff, but Putin anxious that such moves would hurt North Korea's people, said Yoon Young-chan, Moon's chief press secretary.

Putin made the remarks Wednesday after meeting with South Korean President Moon Jae-in in Vladivostok, Russia. The nation's state newspaper Rodong Sinmun published images on Sunday of Kim allegedly inspecting a nuclear warhead and claimed the bomb tested was a hydrogen fusion weapon-if so, a significant improvement in the nation's nuclear program.
